Open Access Policy

Revista Cuestiones Económicas is a publication of the Central Bank of Ecuador that allows open access to all its content, based on the principle that offering free access to research is to contribute to the dissemination of knowledge. Users may read, download, quote, distribute, print, search or link to the full text of the articles published in this journal.

The Journal does not charge any fee for sending or processing academic contributions to authors interested in publishing their research, thus fulfilling its ethical commitment to freely and openly disseminate scientific knowledge.

Articles published in Revista Cuestiones Económicas can be shared under the Creative Common License, Attribution-NonCommercial 4.0 International (CC BY-NC 4.0) in the definition of its policy of open access and reuse of published material. The terms of the license are available at  https://creativecommons.org/licenses/by-nc/4.0/.

This journal makes no submission, processing or publication charges to authors (APC). Readers have free and open access to articles once they are published.

 

Non-discrimination policy

The editor will evaluate the articles in a first instance, considering only and exclusively standards of originality and academic quality; regardless of race, gender, ethnicity, religion, sexual orientation, political opinions or nationality of the authors.

When it is considered that articles are not relevant to the journal because they do not meet the quality standards and/or guidelines for authors, they may be rejected at a preliminary stage without being sent to peer review. The notification of rejection to the author must contain the respective justification and feedback from the editor. In addition, the author will be invited to make the necessary adjustments and send the article back to Cuestiones Económicas, if desired.

 

Privacy statement

Personal data entered in this journal will be used exclusively for the purposes set forth herein and will not be provided to third parties or used for other purposes. Likewise, the information requested may be subject to access, rectification, deletion, by sending an email to the following address: cuestioneseconómicas@bce.ec.

 

Periodicity

The journal "Cuestiones Económicas" is published every six months, with two issues per year. The issues are published in June and December.

Exceptionally, a special issue will be prepared with the purpose of addressing a specific topic that invites researchers to remain at the forefront of economic science, as well as being an opportunity to rethink the journal's lines of research and its target audience.

The full text, metadata and citations of articles can be tracked and accessed with permission. Our open social policy also allows the readability of the archives and their metadata, enabling interoperability under the OAI-PMH open data and open source protocol. The files, both of the complete publications and their segmentation by articles, are available in PDF and HTML format.

The author is presumed to be the person whose name or pseudonym appears as such in the research work. In the case of collaborative works involving two or more authors, the consent of all authors is required for its dissemination.

There are two main criteria to be recognized as author or co-author of a research work to be published by the Journal: a) to have contributed substantially in the conception and design of the research, in the collection of data, or in the analysis and interpretation of the study; b) to have written the draft or reviewed the intellectual content of the article. Persons who participated in a research study but do not meet at least one of these two criteria should be listed as contributors or under a subheading of acknowledgements
mentioning the contributions made.

Any person listed as an author of the manuscript should have made a significant contribution to the research being submitted. Any other person who has made less important contributions should be included in the acknowledgments section. Any changes in authorship (including the order of authors) after the initial submission of the manuscript must be approved in writing by all authors.

 

Digital Preservation

Cuestiones Económicas is concerned with safeguarding the high quality digital resources that we will need in the future, creating a public access library with automatically generated formats, which are stored on the server of the Central Bank of Ecuador, as well as the articles of the magazine are deposited in the digital repository of the Library of the  Central Bank of Ecuador, at the following link: https://repositorio.bce.ec/handle/32000/19"

Authorship

People who participated in an investigation but did not meet at least one of these two criteria should appear as collaborators or under acknowledgements.

All articles published in the journal have digital identifiers called DOI (Digital Object Identifiers)

 

Article submission and publication policies

Authors of articles submitted through Cuestiones Económicas platform must comply with the following:

• Authors should only submit original work that does not duplicate any other previously published work, including the author's own publications.
  • Specifically, it is considered an act of plagiarism to duplicate the author's own publication, in whole or in part, without proper citation. This is not tolerated by the journal.
  • Manuscripts submitted to the journal will be checked for originality using antiplagiarism software.
  • See Publication Ethics and Author Responsibility for more information on ethical considerations and the consequences of unethical practices.
  • Authors may submit their article to Cuestiones Económicas only if their manuscript is not under consideration or accepted for publication in another journal and the manuscript will not be submitted elsewhere while under consideration in the current journal;
  • Authors must disclose any conflicts of interest (see Conflicts of Interest).
  • Authors are requested to properly acknowledge those involved in the creation of the paper, including (but not limited to) former co-authors, research assistants, and sponsors.
  • The article should not contain any content that is abusive, defamatory, libelous, obscene, fraudulent, or illegal;
  • Authors should ensure that in cases of research involving the participation of human subjects or animals, the research reported in the article has been approved by the research ethics committee according to the region to which it belongs and an explicit reference to the approval (date and approval number) is provided in the acknowledgements section of the submitted article;
  • All co-authors share joint responsibility for adhering to the journal's ethical policies.

When submitting an article for journal consideration authors must provide a separate statement - with an online generated form - containing the following:

• Authors' statement guaranteeing the originality of the paper.
• Disclaimer in which the author(s) declare that the opinions expressed in their articles are their sole responsibility.
• Statement assuring that the author(s) have read and accepted the editorial policies of the journal.
• Statement that the author(s) have read the guidelines of the Committee on Publication Ethics (COPE (https://publicationethics.org/) and that their work complies with these guidelines.
• Assignment of rights of reproduction, public communication, distribution, importation, transformation and making available of the articles in favor of Cuestiones Económicas.

 

Conflicts of interest

When research is submitted for consideration by Cuestiones Económicas, each author must disclose any conflicts of interest. Sources of potential conflict of interest are any relationship, personal or professional, that may affect the objectivity of the review process. It also includes financial interests or connections, direct or indirect, or other situations that may raise the question of bias in the work reported or the conclusions,
implications, or opinions expressed. If the manuscript is published, relevant conflict of interest information will be communicated in a statement in the published article.

 

Publication Ethics and Author Responsability

Authors should observe high standards with respect to publication ethics as set out by the Committee on Publication Ethics (COPE). Falsification or fabrication of data, plagiarism, including duplicate publication of the authors' own work without proper citation, and misappropriation of the work are all unacceptable practices. Any paper submitted to Cuestiones Económicas should NOT be under consideration for publication at another journal. Any cases of ethical misconduct are treated very seriously and will be dealt with in accordance with the COPE guidelines.

In an effort to prevent plagiarism, Cuestiones Económicas subscribes to URKUND to screen its submissions. URKUND has a "database of current and archival scholarly literature" and uses to "compare authored work against the content in the database and highlight matching or similar text for further editorial review." Submission to Cuestiones Económicas implies permission of the journal to check the submission electronically for plagiarism, using the [to be confirmed] system.

 

Violations of the ethics policy

Where it is suspected that the ethics policy has been violated, or other forms of author misconduct have been found to occur, the Editors will assess instances on a case-by-case basis. Their assessment and responses will be guided by COPE guidelines. Cuestiones Económicas reserves the right to disallow authors from submitting to the journal for repeat offenses. The Editorial Board will evaluate possible cases of ethics violation and take a decision on the appropriate action where a violation is confirmed.

 

Appeal Process

Authors have the right to appeal any decision taken on their manuscript at any stage. An appeal letter detailing clearly the reasons for which the author disagrees with the decision, and including responses to any comments received should be sent to the editorial office cuestioneseconomicas@bce.ec. The Editorial Board will address appeals on a case-by-case basis.

 

Double-blind peer review policy

The Editorial Board guarantees anonymity through a double-blind peer review policy. That is, the reviewer's identity will be unknown to the authors and the authors' identity will be unknown to the reviewers.

 

Peer review process

All articles in Cuestiones Económicas are received through the Open Journal System (OJS), which guarantees the electronic and auditable registration of the interactions between the publication and the authors. Once submitted, the Editor of the journal reviews that the originals comply with the objective and scope of the publication, as well as with the guidelines for authors. When articles are considered not relevant to the journal, they may be rejected at this stage without being sent for peer review. The notification of rejection to the author should contain the respective justification and feedback from the editor. In addition, the author will be invited to make the necessary adjustments and resubmit the article to Cuestiones Económicas, if desired.

This process allows authors to make a quick decision regarding the modification of their article or to identify the appropriate journal for their research. Subsequently, they go through a double-blind peer review process, experts in the field who do not belong to the authors' institution. This process guarantees the anonymity of the documents, authors and reviewers, certifying the transparency, objectivity and impartiality of the review process.

When the articles pass to the peer review phase, the research will be sent to at least two independent reviewers selected on the basis of their expertise in the research area. Based on the comments of these reviewers and the judgment of the Editors, a decision is made on the paper. The feedback provided through the peer review process, together with the opinion of the Editorial Board, will be used as the basis for considering the article for review and resubmission, or ultimately publication.

Based on the above, the reviewers will determine whether the article is:

a) publishable without modifications.
b) publishable with modifications.

c) rejected. In case of discrepancies in the results, the article will be sent to a third reviewer, whose criteria will define the publication of the article. The results of the arbitration process will be final in all cases.

 

Responsibilities of Peer Reviewers and Editors

Cuestiones Económicas asks reviewers to adhere to the following guidelines:

• Reviewers should declare any conflicts of interest that may influence the objectivity of their judgment of the article (see Conflicts of Interest);
• Reviewers should indicate when they identify that research requiring review is not within their area of expertise and decline such review;
• Reviewers are expected to indicate to the editor any suspected author misconduct;
• Reviewers should not delegate review or share the content of the article with others without the explicit consent of the supervising editor;
• Reviewers must respect the confidentiality of the review process;
• Reviewers should not promote unnecessary citation of their own work;
• Reviewers should complete the review in a timely manner in order to promote prompt response to investigators' articles;
• Reviewers should submit professional review reports that avoid divisive and derogatory statements to authors. 

 

Editor conflict of interest

When a co-editor identifies that he or she has a conflict of interest in reviewing an article, it is his or her responsibility to mention this to the Managing Editor. Authors are also free to indicate any potential conflicts of interest related to their research and the possible decisions of the editor or reviewer in their cover letter at the time of submission. Articles that are subject to conflicts of interest will be dealt with by the Managing Editor or another Co-Editor to avoid the identified conflict of interest. When an article is submitted by one
of the Editors, the appropriate process is observed to maintain confidentiality and avoid bias in the review process.

 

Disclaimer

The Editorial Board informs that the opinions expressed in the articles published in Cuestiones Económicas are the sole responsibility of their authors and contributors. In that sense, they are not intended to reflect the opinions of the Editorial Board or the Central Bank of Ecuador.

 

Originality Policy

For review of plagiarism and other forms of detection of similar texts in the articles submitted to Cuestiones Económicas, the URKUND verification system is used, in order to guarantee academic honesty in the published articles. To achieve this, the Journal proposes a double plagiarism detection filter. The first one is carried out at the initial editing stage. The second is once the article has completed the stage of changes prior to publication.

In the case of plagiarism, the article is immediately rejected and the authors are informed of the situation.

In the case of detection of similarities in percentages greater than 10% (partial or total plagiarism), the manuscript will be rejected and returned to the author, without considering an evaluation by the Journal. The author will be able to start again the evaluation process of his article as long as he manages to reduce the percentage of similarity to a value lower than 10%.

In the event that the detection of similarities in the percentages considered is located in the range between 4% to 10%, the manuscript will be returned to the author with comments that allow appropriate citation and evidence of its originality. After the respective corrections have been made, the article will be considered again for evaluation or publication.

For ranges of less than 4% of similarity, the paper will be accepted directly.
